| It was moved by Larkin, seconded by Sherretz, to approve the Minutes of the |

| Union Pacific Railroad Right-of-Way Safety Improvements (Waiver of Bids) |
| Request for a waiver of bids and award of a contract to Peerless Fence for a railroad |
| safety buffer fence in a base bid amount of $62,040 with a total of up to $80,650 |
| depending on additions to the contract that may be approved by the Board of Trustees. |

| Chairperson Sebby said that he received an email from President Mueller who met with |
| Representative Biggins and President Stupegia. It mentioned that President Mueller |
| would like to work with Villa Park and they want to utilize the fence vs. shrubberies. |
| Chairperson Sebby further explained that to date the Committee was working in the |
| direction of planting a thorny hedge shrub. Hatfield explained that Staff's impression |
| was that the fence was getting higher in priority so Staff did not push the planting plan. |
| Chairperson Sebby explained that it seems like momentum at the Committee level is |
| starting to wane and senior management is changing the direction. |
| Hatfield showed the Committee the fence sample. Hatfield told the Committee that |
| although Mr. Davis (from Villa Park) had tracked down $60/ft price, that was an informal |
| discussion. This contractor's price for a 8' high fence is $80/ft. and that could go up or |
| down depending on Villa Park. Chairperson Sebby added that the deal is in economy of |
| scale if we can do joint work. He went on to say that we wanted to do something this |
| year, either get plantings in place this fall or, if this is the direction the village wants to |
| go, then we need to get it on the construction schedule. Hatfield asked if the Committee |
| wanted to receive actual prices. Chairperson Sebby answered that we should get a |
| serious bid for the fencing plus at least two others and get bids from landscape |
| contractors. |

| Ms. Lechtenberg pointed out that the plantings you can't see through, but with the fence |
| you can see if somebody is up on the tracks. |

| Ms. King said that she does not like the top curved piece. |
| Ms. Lechtenberg added that something like this may give people enough time to think |
| before they get up on the tracks. Sometimes just having the barrier for people who want |
| to do harm to themselves, it gives the public more time to react. |
| Chairperson Sebby asked if the Village is looking at fencing just along the cul de sacs. |
| Hatfield responded that it would be have to be discussed; whether the Village wants a |
| continuous length or fence to fence and then the long stretch to Westmore. |
| Chairperson Sebby stressed that he wants all of the information available to the |
| Committee for the September meeting. It needs to go to Board of Trustees and then |
| they can decide the direction. Schwarz asked if the Village shouldn't get something |
| solid from Villa Park before recommending a direction. Chairperson Sebby agreed that |
| it would be nice. Ms. King interjected that they are working on their funding still. Ms. |
| Lechtenberg added that they do have the video and audio surveillance at Addison. |
| Sherretz stated that regardless of what Villa Park wants to do, if they have no funding it |
| doesn't matter. We can't base our decision on what they're going to do. Larkin added |
| that he is concerned about inciting precedent. Nolan asked if there would be a liability |
| issue if we fenced only across the cul de sacs. She felt it was clear when we were |
| talking about shrubbery, but with the fence it's a different scenario. |

| Mr. Tovian explained that at the last Villa Park meeting, a suggestion was made to apply |
| for grants for an underpass. DuPage County does have a Safe Route to Schools grant. |
| The underpass would be at grade level at Westmore. Hatfield added that Wes |
| Anderson has already put together a rough draft of an Intergovernmental Agreement |
| with Villa Park to work on applying for grants. At this point we are waiting for Villa Park's |
| comments. Mr. Tovian went on to explain that this grant is administered through IDOT. |
| Ms. Lechtenberg added that she heard it would be 10-15 years from start to finish. |
| Nolan stated that she thinks it's a good idea. Unless the School District changes the |
| school boundary there is always going to be this problem and we have the responsibility |
| to look at the long-term. |

| General discussion ensued regarding what cable is attached to the broken utility pole. |
| Hatfield said that Staff can put another call in to ComEd. |

| All Committee members concurred with Staff recommendations. Staff will follow up on |
| issue of the utility pole. |
