Ken Florey, District 5 Trustee was present to discuss two issues concerning the CIP. |

Florey-I'm glad South Broadway has stayed where it's at, but I would like to express |
|
concerns about North Broadway. It has been moved back one year to 2005. The |
|
Village policy is the worst streets first and this is in very poor condition, is extremely |
|
narrow and has no curb on one side. Pushing it back is a definite strain on the |
|
residents. Both North and South Broadway have been pushed back. |
|
Arnold-As we take a look at some of these streets, all we see is the top. When we say |
|
which one's get done first, do we also look at utilities? Lichter-We look at the street first. |
|
The Utility tax is for streets, then we get to the underground secondly. |
|
Florey-I'd like to move North Broadway up a year. Lichter-We don't have the money. |
|
Sebby-Maybe we could move the engineering up one year. Lichter-Yes. Don't forget |
|
when you're looking at North & South, there's the issue with the force main. |
|
Rickard-We're looking for an outfall for Westmore woods and that corridor is likely for |
|
pumping it to Grace. |
|
There was a consensus among the committee members to move the engineering for |
|
North Broadway up one year. |
|
Florey-The other issue is Kenilworth where it's a gravel road. Staff has looked at this. |
|
It's a small section. The problem with a special Assessment is that it's so few houses. |
|
They would end up paying $20,000 per house. |
|
Preins-Do the residents want this? Florey-They do, but they would prefer not to pay for |
|
it and I think in this case it's justified. |
|
Rickard-We did some cost estimates last year. A full improvement would be about |
|
$140,000 with sidewalk and lights. |
|
Preins-I have a problem with giving them a street for free. |
|
Florey-There is precedent for small scale projects. |
|
Sebby-If we're going to look at doing a street, we ought to do it to standards. |
|
Rickard-We'll bring back our report next month. |
|
Preins-Put it in the CIP with no money for now to keep track of it. |
|
Mr. Lichter reviewed the changes to the CIP. |
|
Facility Maintenance will be discussed at Board Budget Workshop. |
|
St. Charles Road, Martha-Rt. 53 - Pushed back, same with Finley. |
|
Lombard Road - We've received a letter from the mayor of Addison, they have |
|
abandoned the project. It's still in as a locally funded project in 2010. |
|
Olde Towne East - moved up 1 year and split into 2 phases. We'll try to do a temporary |
|
overlay with our crew next summer. |
|
SA217 - Cost increased to 8 million. |
|
Rickard-There is significant sewer work, backyard sewers with a lot of problems with the |
|
private connections. If we don't address the clear water problem it would be very |
|
negligent. |
|
Lichter-Public Works suggested breaking the sewer work up into each phase. This |
|
assumes relocating the sewer to the front and reconnecting services. |
|
Rickard-We also need storm water detention. We're working with the Veterans Hall. |
|
The water main is owned by Citizen's Utilities so water main work is not included in the |
|
estimate. |
|
Lichter-The committee asked to move Ridge Avenue up. The money just isn't there. |
