Chairperson John Jaugilas commented on how much he liked the new format of the |
Minutes taken in Legistar. |

Paul Kufrin Jr. reiterated that the reason the intersection warranted a 4-way stop sign |
was because of the children crossing there to go to the park. Bill Pool commented that |
he had gone to this intersection several times in the past few week and had observed |
that there really was not that much traffic or problems at that intersection. Bill Bergeron |
stated that stop signs do not guarantee safety of children/Bunni Cassidy agreed with Bill. |
Paul Kufrin, Jr. stated that we can beat this situation to death, but that this area is |
increasing in traffic. John Jaugilas felt that parents need to take some responsibility for |
their own children. Paul Kufrin, Jr. advised John Jaugilas that when he becomes a |
parent he will feel differently. Paul Kufrin, Jr.wants a 4- way stop; John Jaugilas stated it |
is not warranted. Paul Kufrin Jr. feels that bringing up parent's responsibility is out of |
line; John Jaugilas feels that the residents/parents are shifting their responsibilities on to |
the village. Greg Gron commented on the requirements for a 4-way stop/ 500 vehicles |
or speed limit over 40 miles per hour. Asked if this does not take in to account |
schools/parks? John Johnson replied that it does not. John Johnson talked with the |
village attorney re: village responsibility if a sign is installed and a child gets hit? |
Elmhurst went through this and are now adopting the state guidelines. He cited a case |
where a truck went through an unwarranted stop sign, hit and killed someone/ the town |
had to pay the lawsuit by raising taxes. Paul Kufrin, Jr. asked John Johnson if stop |
signs are installed in town that are not warranted/John Johnson replied yes...but they |
were installed before we adopted the current guidelines. Greg Gron stated that he also |
has observed the area/hadn't seen any kids crossing; just cars. He agreed with John |
Jaugilas that parents should take responsibility for their own children. |
Bunni Cassidy brought up the fact that also on agenda is 970013 which the Board has |
adopted. |

John Johnson stated that this signage will only be advisory/informational. Bill Pool |
clarified that John Johnson did not mean Yield Signs/John concurred. Greg Gron asked |
John Johnson to explain/refresh everyone's memories on the Traffic Analyzer studies. |
John Johnson explained them to the committee. Speed counts are 90% accurate/actual |
traffic counts are 98%. They are affected by the magnetic pull of the earth. |

Taken after File #970011. Ed Cummings, 401 S.Craig (corner of Hickory and Craig), in |
attendance representing the residents on Hickory. No speed limit posted on Hickory |
between Grace and Main. In the last few weeks, a Cocker Spaniel was hit and killed. |
No speed enforcement. Bunni Cassidy and John Jaugilas asked John Johnson to |
clarify the attached report. John Johnson expanded on report: In 1993 there was an |
accident at Craig & Hickory/Hickory near Grace/head on at Hickory and Stewart /Craig |
and Hickory. In 1994, there were 7 accidents/4 at Main and Hickory/1 at Craig and |
Hickory/1 at Stewart and Hickory/1 on Hickory between Craig and Stewart. Any street |
not posted with a speed limit sign is 30 miles per hour. Bill Pool asked: could we lower |
to 25 miles per hour? John Johnson stated that dropping the speed limit doesn't |
work/doesn't solve speeding problem. Police enforcement works. Mr. Cummings stated |
that everything that John Johnson has suggested didn't work/wants 25 miles per hour |
and more traffic enforcement. John Jaugilas asked John Johnson what is our criteria to |
post speed limit signs? John Johnson stated that we need to do a full blown traffic |
study. In 1993, we did install stop signs at some of the cross streets at Hickory. |
Parked vehicles on street is not working. Bottom line is speed limit needs to be |
enforced. John Johnson suggests that the police department enforces speed limit and |
see what happens. John Jaugilas stated that at least the enforcement does slow them |
down/what does it take to post 30 miles per hour? It was grandfathered in/in rules of the |
road book/ if not posted the speed limit is 30 miles per hour. John Johnson stated that |
when this action was taken on another street in Lombard/after installing speed limit |
signs/one direction showed slight decrease and one direction showed an increase. |
Would have to do a full blown traffic study to get a 25 mile per hour speed limit posted. |
Mr. Cummings asked how long this would take to complete. John Johnson replied that |
he should be able to complete this by the November T&S Committee meeting. Bunni |
Cassidy asked if we could get extra police patrol while John Johnson does this study |
over the next month. Dane Cuny stated this could be done/Mr. Cummings thought this |
would be ok. John Jaugilas felt that possibly just posting a speed limit sign would help. |
Bunni Cassidy motioned to table/Police will go out and enforce speed limit and staff will |
do a full blown study. John Johnson will pull 1996 and 1997 accident reports/ Bill Pool |
seconded. Staff agreed. |

Johnson advised that committee wait and see what happens on this after construction, |
etc. is complete. |

Moved until later in the meeting. Anne Gaura addressed the committee about the report |
that she provided to the committee members. The basic intent is to address customer |
service issues before making any modifications to the current policy. John Jauglias |
asked Anne Gaura about total enrollment in the program? One thing John Jaugilas did |
not see in this report is right now we license the individual cabs/couldn't we do |
background checks on all drivers and then just license the whole company? Greg Gron |
asked that if there was one bad egg in the bunch, we wouldn't license the whole |
company? That doesn't make sense. Paul Kufrin, Jr. asked about the reciprocal |
agreement/just physical taxi inspections replied Anne Gaura(not on drivers). Bill Pool |
stated that he likes the reciprocal agreement/likes the complaint forms/should get a |
couple of old timers in to test it. Greg Gron replied that they have a log(companies). |
Paul Kufrin Jr. stated that if the Village established the advisory council, they could |
handle the complaints. Bunni Cassidy stated: I really like the taxi ordinance/can you |
change the few things you want to change but keep what is already in the ordinance in |
place? Also, in regards to the reciprocal agreement/could it be expanded to background |
checks ? Anne Gaura replied that she could check into it. Bill Pool asked in Villa Park |
had no background checks/no taxi inspections? Anne Gaura stated that this is correct. |
John Jaugilas stated that we need to have a policy as to what happens when a |
background check comes in negative. Anne Gaura stated that a letter is sent to the |
company stating that the driver is not allowed to drive in the village limits. John Jaugilas |
asked if we should bring this up to the village attorney (do background check/driver |
fails/we let company know we do not want this person operating in the Village of |
Lombard/we accidentally see this person operating or there is an incident). How do we |
enforce this or prevent this? We need to let the people in the village know the |
information (cab # such and such cannot operate in the Village). Paul Kufrin, Jr. asked |
who would reciprocal agreements be with? Anne Gaura replied the surrounding |
communities. Paul Kufrin, Jr. asked if we could just set up agreements with |
neighborhoods that do background checks and taxi inspections? Anne Gaura will |
report back to the committee about senior advisory committee and reciprocal |
possibilities. John Jaugilas asked what do we need to do to establish a senior advisory |
committee? Do we make a motion? John Jaugilas asked the committee if they were |
interested in this type of a committee? Bunni Cassidy replied that the committee should |
wait for further information from Anne as to guidelines, etc. Committee wants to move |
forward on this/Carol Stream has this/let's see how it works. Bunni Cassidy stated once |
we get this all settled/are you going to send out a mailing to the seniors? Also, she |
stated that Anne did a great job/did a lot of work/and is headed in the right direction. |
Anne Gaura will copy the committee members on any mailings, etc. that she sends out. |
If a senior advisory council is adopted, the locations of the meetings should be rotated |
(ie, Beacon Hill/Lexington/ etc.). Paul Kufrin, Jr. asked if another location could be |
added? Anne asked for suggestions. Anne Gaura will report back to the committee in |
December/John Jaugilas asked if she did have a recommendation ready for the |
November meeting on the Senior Advisory Committee to supply the committee |
members with a report. |
Paul Kufrin, Jr. asked John Johnson and John Jaugilas if all items from the T & S |
Committee agenda were presented to the board, or if it was just the items that the |
committee had recommended for approval? John Johnson replied it was only the items |
that were recommended for approval that were put on the Village Board agenda. John |
Jaugilas stated that this is just an advisory committee/that we will send all requests |
(negative or positive)/should be presented to the board. Bill Pool stated that this could |
have negative effect on the committee/if 90% of the committee's recommendations are |
overridden why have a committee in the first place? John Johnson was directed by |
John Jaugilas to do this from this point on. |
John Johnson stated that the next Transportation and Safety Committee meeting will be |
held 11/03/97. |
